Connie Bullock, President, CEO
Connie spent most of her career in Sales Administration and after 19 years in the motorsports and marine industry, she retired from corporate where she and her family established the Bullock Foundation, Inc. (aka Bullock Hope House) in 2005, a 501(c)(3) IRS approved, non-profit organization.
She was selected to serve and is currently on WellStar Cobb’s Regional Health Board and was the WellStar Cobb Regional Health Board Chair in 2011-2012. Connie was the 2015 President of South Cobb Business Association, 2017 Past Board Member and Ambassador of the Cobb Chamber, current Member of the Cobb Republican Women, past recipient of the “Glass Ceiling Award” for the Paulding Empowering Women, a member of DAR (Daughter of the American Revolution) and a 90th Cobb Rotarian.
A native Georgian, Mrs. Bullock and her husband Randall, reside in Powder Springs and have one daughter, Kim and 2 Grandsons Cooper and Blaine
Kim Bullock Unangst, Vice President
EMS Division Chief and Paramedic with DeKalb County Fire Rescue where she has been serving the citizens of DeKalb County for the past 24 years. Her career began in 1995 when she was hired as a Paramedic with DeKalb EMS. After a merger with DeKalb Fire in 2001 she became a firefighter and followed in the footsteps of her father who is a retired City of Atlanta Captain. Kim has her degree in Fire Science from Columbia Southern University.
Born and raised in Powder Springs, Georgia and a graduate of John McEachern High School she now lives in Dallas, Georgia with her husband of 15 years, Tony and her two sons Cooper age 12 and Blaine age 7.
Most of her free time is spent at the ball field watching her boys play baseball, and spending time with family and friends. She teaches Sunday school at her local church and enjoys her church family as well.
Julie Chastain, Secretary
An Atlanta native, Julie and her husband, Mark, manage a nest of six kids in Marietta, are small business owners and are extremely involved in their community. Julie holds leadership positions in organizations such as West Cobb Business Association, Fellowship of Christian Athletes at Lovinggood MS, West Cobb Community Fun Fest, and West Cobb Church. Julie has been honored to serve with the Bullock House Board for the last four years, becoming the Secretary in January 2018 and currently also serving as Treasurer.
Julie, owner and broker for Secern Financial, serves her clients by helping them protect and grow their income, assets and dreams through financial products such as life insurance, income replacement insurance, long term care insurance, Medicare supplements, and health insurance. Having experienced some of life’s surprises at an early age drives her to help others plan for and navigate these changes with compassion and integrity.
She has a Bachelor’s Degree from the University of Georgia’s Henry W Grady College of Journalism and is a licensed life and health agent with certification in long term care insurance. Julie is also a certified Accounts Payable Specialist via Financial Operations Networks/Diversified Communications.
John Varner, Director
Mr. Varner, founder and President of Sovereign, has responsibility for strategic direction, client relations, and leadership initiatives. From 1987 through 1992, he held various property/liability marketing and client service positions with Sedgwick, a leading global brokerage firm in both their San Francisco and Atlanta offices.
In 1992 he joined the regional insurance brokerage firm of Palmer & Cay, where he continued to refine his industry knowledge and client service skills. John was the firm’s leading sales professional in 2001, having personally stewarded the firm’s service deliverables to Fortune 500 and major real estate clients. After 11 years with Palmer & Cay, he joined Lockton, the largest privately-owned brokerage firm, as Executive Vice President to open their Atlanta office.
Upon completion of a few years with Lockton, John was intrigued with the possibility of starting a boutique, privately owned brokerage firm, focused on the highest ethical and professional standards, which led to the establishment of Sovereign. The firm is committed to attracting and retaining the best and brightest professionals at all positions to deliver unequalled service to our clients. John is a very blessed husband, with two children and two Labradors. He is an avid outdoors person, enjoying fishing, boating, biking and golfing.

Dr. Debi Dalton, MD, MBA, CPE, RPh, FAAP, FACHE, Medical Director
Dr. Debi Dalton serves as the Medical Advisor for the Bullock Hope House since 2010. Dr. Dalton is currently the Vice President of Medical Affairs/Physician Advisos/Hospital CMO for Wellstar Douglas Hospital. She is a board certified Pharmacist and is double board certified in Pediatrics and Pediatric Emergency Medicine. She served at the Medical Director the Pediatric Emergency Departments at Wellstar Cobb and Paulding Hospitals since 2000.
Dr. Dalton serves as the First VP of the Medical Association of Georgia and is a Past President of the Cobb County Medical Society.
Dr. Dalton recently received an award from the Medical Association of Georgia Think About It Campaign for her work with combating the opioid crisis in the State of Georgia. She has received many awards for her work in patient safety within the Wellstar System. She is a strong advocate for patient safety and delivering quality patient care. She believes that part of patient healing requires strong family support, especially when patients have to travel far for their medical care.
The Bullock Hope House provides a safe, inviting place for these families to stay while their loved ones receive care within the Metro Atlanta area. Dr. Dalton resides in Powder Springs with her husband, Shawn and her three children, Katy, Harrison and Alexander.
Charles Morris, Legal Advisor
Born in Atlanta Georgia and graduated high school from Douglas County High. After high school, I entered the Navy where I was an aviation hydraulics specialist working on C54, P2, P3, A4, F8 and A7 aircraft. I was promoted to Chief Petty officer (E7) after only 6 years in the Navy. I was promoted to Master Chief Petty Officer (E9) where I was assigned as Command Master Chief in VR46. I retired from the Navy in 1988.
I attended the University of Maryland where I obtained an Associates Degree in 1981 and a Bachelors Degree in 1983.
My last year in the Navy, I began law school at Georgia State University College of Law. During law school, I was a member of the National Moot Court Competition team and president of the Moot Court. Since law school, I have worked primarily in the area of personal injury and workers compensation law and Probate law.
My law practice is located in the historic district of Powder Springs the City where I grew up. I am an active member of the Rotary Club of Douglas County where I've held the office of Secretary, Treasurer and President. We were the host family for the Georgia Rotary Student program where we hosted an international student from Argentina in 2001-2002.
Both me and my wife ride Harley's when we can.
